Slow Down in a Recession

As prosecutors and defense lawyers, we are involved in speeding infractions on a daily basis. We often hear from drivers that "I thought that there was a speed cushion and he would not ticket me." The general rule was 5-10 mph over the speed limit (the cushion) would not result in a ticket. But there is now research that during recessions that cushion erodes.
